Asian American and Pacific Islander CASAs

In honor of Asian American and Pacific Islander Heritage Month, the PaYS Team would like to highlight and share stories from the Civilian Aides to the Secretary of the Army (CASAs). We want to pay tribute to how they have enriched America's history and contributed to the United Stated Army.

M. Janet Chin

M. Janet Chin is an appointed CASA for the state of California. She is currently District Director of the California State Assembly and is also Founder and President of the M. Janet Chin Youth Foundation. Ms. Chin is a third-generation Chinese-American who was born in Los Angeles, CA. She is the youngest granddaughter of a founding father of the Fa Yuen Chinese Benevolent Association and part of the lineage of historic roots coming out of the 1920's Chinese Exclusion Act. She also served in the U.S. Army, the California National Guard and the California State Guard and currently has two sons attending USMA-West Point (Class of 2023 and Class of 2026.)


PaYS Marketer, John Delk reached out to the CASA and asked her, "What are the three most important things that people should know about your culture?" she responded, "Growing up, my mother's generation would refer to us as "ABC kids" which was an acronym for "American-Born Chinese". I always thought of it as somewhat cool, but later understood that it had somewhat of a "derogatory" tone to it depending on who was using it. Those who grew up wanting to distinguish themselves from being an 'immigrant' would prefer being called an "ABC" as though that was something better. So, this collective experience of immigrants, vs. American-born was a place of assimilation and transition for many families experiencing it for the first time.

I often remind myself that I don't speak for an entire culture, but I personally, consider myself a patriot first that just happens to be Asian American. The culture and the values that I was raised with aren't really that different than others. The most important things that people should probably know about the Chinese American culture is to respect your elders and family lineage, strive for unity and cohesiveness to benefit the community and do not shy away from hard work while holding high standards to improve your education."

Dr. Peter M. Tan
Dr. Peter M. Tan

Dr. Peter M. Tan is an Oral and Maxillofacial Surgeon who knew early in life that his path to success in life would include serving our Nation as an American Soldier. After an incredible 36 year career in the Army's Dental Corps, Dr. Tan retired in 2018 on the Army's Birthday. Upon his retirement, he was called back to service and appointed as a CASA for the state of Florida.

His family has a long lineage of service to the United States that began with his father being drafted into the Army during WWII, just after the bombing of Pearl Harbor, serving as a medical technician. His mother served as a nurse in the U.S. Army's 65th Med Company MD Guerilla forces during the Japanese invasion of the Philippines. His late wife's maternal grandfather and uncle survived the Bataan Death March and were POWs for three years. Dr. Tan credits his family for laying the foundation for service to country and embedding in him how he must pay it forward for all those that came before him.

During an interview, PaYS Marketer, Kristopher Broadus asked Dr. Tan, "What does service means to you." Dr. Tan said, "I am here today because I stood on the shoulders of giants, their legacy paved a path for myself and my family to succeed."

Dr. Tan is now what he calls semi-retired and enjoys traveling, mentoring, and playing golf in Florida. He has three wonderful children, his daughter is a pediatric intensive care nurse, and both of his sons are commissioned officers in the Army. This is an amazing continuation of the Tan legacy called to serve.

Kenneth Wong is a CASA for the State of Pennsylvania. Mr. Wong is a principal NavPac Advisors, LLC, which assists U.S. entities through the complexities of developing strategies and building working relationships in China. He also served on the President's Commission for Asian Americans & Pacific Islanders under President George W. Bush, 2004-2007 and From 2012-2014 was Chairman of the Governor's Advisory Commission for Asian American Affairs for the Commonwealth of Pennsylvania.

PaYS Marketer, Crancena Ross reached out to Mr. Wong to see if he would like to share his heritage and childhood growing up. During the interview he said, "I was born and raised in Philadelphia, I grew up in an immigrant family household. My parents didn't speak English very well, but we had a small family business and were a very close knit family that helped each other constantly. I really appreciate my Chinese culture even more now that I am older. Realizing that the family unit is the most important social structure we have in society is deeply embedded into me."

Mr. Wong also stated, being a CASA is the most exciting job because I can make a difference in the lives of young Americans and for our Country. I would do it again knowing what I know today. My parents came to this Country because of the freedoms and opportunities that this Nation would afford them and their children. I have been blessed with so many opportunities from a wonderful education, being a Division 1 collegiate athlete, successful business owner and serving in the White House on President George W. Bush's Commission for Asian Americans and Pacific Islanders. I truly believe that all these things could not have happened if we did not live in a free society that our Army defends 24/7 around the world. If I can contribute in any way to support our Army in defending those freedoms as a CASA, I am most thankful for the opportunity."

Highlighting Hawaii National Guard State Adjutant General, Major General (MG) Kenneth S. Hara

In honor of Asian American and Pacific Islander Heritage Month, the PaYS team would like to highlight Hawaii National Guard State Adjutant General Major General (MG) Kenneth S. Hara.

MG Hara said, "I am 3/4 Japanese and 1/4 Portuguese, but relate most with the Asian and Hawaiian culture having been brought up here in Hawaii. Both cultures significantly influence how I think and how I treat other people. Both cultures place respect, humility, and reservation in high regards. These values served me well during my three deployments to the Middle East because Muslims also cherish these same values. It was easy for me and my Soldiers to engage with and understand the people and key leaders in our area of operation. I truly feel that our positive relationship with the host populace was the reason why my unit did so well and the reason why we brought everyone home alive. I am proud to be an Asian/Pacific Islander American and I feel that we are just one piece of the diversity puzzle that makes the U.S. Armed Forces so special."


MG Hara says his influencers to join the Army were his family because their family's tradition of serving in the Military. MG Hara's immediate family has collectively served in the Hawaii Army National Guard 180 years and counting, though the extended Hara family is The Hara Family, L to R: Retired LTC Henry Hara, Retired GEN Gary Hara, GEN Kenneth Hara, Retired SMG Dennis Hara, Retired 1st SGT Larry Hara.much larger and includes an uncle, cousins and nephews who have served or are still serving as well. MG Hara`s father retired as a Lieutenant Colonel with over 37 years of service, he also has three older brothers who also served in the Hawaii Army National Guard. His brother Gary retired as a Major General, his other brother Dennis retired as a Command Sergeant Major and his brother Larry retired as a First Sergeant. His uncle, two cousins and nephew also served in the Military. The most recent member to carry on the Hara tradition is his son who enlisted in 2014 and is now a First Lieutenant in the Hawaii Army National Guard.

PaYS would like to thank MG Hara and his family for sharing their legacy and adding diversity to the United States Army.

Bristol Management Services, Inc. conducted a PaYS Signing Ceremony at Marina Park Community Center, Newport Beach, CA. The ceremony was hosted by LTC Brian G. Mulhern, Commander, Southern California Recruiting Battalion and Jaret Ramirez, President/COO, Bristol Management Services. Inc.

Bristol Management Services, Inc. was founded in 2019 and is the fastest growing management company for ready mixed concrete, transport, rock quarry, fleet maintenance, and plant maintenance in the country. They take great pride in managing construction companies with over 70 years of experience in the field.

The opening remarks were made by LTC Mulhern who commented, "Our Army PaYS Partners are vital in assisting Future Soldiers with their careers after the Army. The Army, will give Future Soldiers the skills needed to succeed far beyond their Military Service and our PaYS Partners will be there to open that first door for them."

After his remarks Mr. Ramirez said, "I would like to thank LTC Mulhern, Joceline White, Bristol's Director of Recruiting and John Delk, the Army PaYS Marketer for making this incredible partnership happen. We are one big family here at Bristol Management Services, Inc., and we are looking forward to extending this family with the finest that the Army has to offer. I'm extremely proud to work with the U.S. Army and assist those who have served their country by offering them a guaranteed interview with possible employment."

Brewster Ambulance Service announced their partnership with the U.S. Army by hosting a PaYS Signing Ceremony with the New England Recruiting Battalion at Brewster Ambulance Service, Weymouth MA. They are one of New England's oldest ambulance services that provides quality customer service and excellence in clinical and emergency medical transport services.

During the ceremony Mr. Chris DiBona, Chief Clinical Officer, Brewster Ambulance Service said, "The Army PaYS Program now gives us the opportunity to repatriate members into the workforce to leverage their skillset and professionalism. Brewster Ambulance Service offers far more than providing emergency medical services and transportation for the community. We also have opportunity for clerical positions, billing, finance, communications, maintenance, information technology, training and education and many more. We are excited for the opportunity of this relationship and look forward to ongoing support of our troops and the Army PaYS Program."

After his remarks, LTC Natasha Clarke, Commander, New England Recruiting Battalion said, "Not only is this partnership a win for the Army, but it is a win for the entire New England Region. We look forward to the success of this partnership with Brewster Ambulance Service."

Interim Healthcare recently hosted a PaYS Signing Ceremony with Columbus Army Recruiting Battalion at the Interim Healthcare corporate office in Columbus, OH. The ceremony solidifies Interim Healthcare's formal partnership and allows the department to provide interviews for transitioning Active Duty, National Guard and Reserve Soldiers.

During the ceremony, Mr. DiMarco stated, "We are honored to be partnered with PaYS and look forward to employing quality individuals to be our future leaders. Our goals are in line with and the Army, we share many of the same core values such as integrity and hard work."

As the first nationwide homecare company, Interim HealthCare has over 50 years of experience in providing their signature standard of care. Interim Healthcare provides a wide variety of home healthcare services within a five state area. They are growing and looking to hire Army Veterans for the positions of registered nurses, nursing assistants and other healthcare professions. Interim Healthcare is a vital piece of the local community and the PaYS Team is extremely excited to welcome the company to the Army family.

San Francisco Sheriff's Office held a PaYS Signing Ceremony at the historic Palace of Fine Arts Theatre in San Francisco, California. The ceremony was hosted by GEN Michael Garrett, Commanding General, U.S. Army Forces Command (FORSCOM) and Sheriff Paul M. Miyamoto, Sheriff, San Francisco Sheriff's Office.

During the ceremony, GEN Garrett said, "You see starting today when young Americans are preparing to join the United States Army, where they will protect and defend the constitution against all enemies foreign and domestic, they will also have the various specific and very tangible opportunity to return to the Bay area to protect and defend this community."

After GEN Garrett`s comments Sheriff Miyamoto gave a few remarks and said, "We have an opportunity here to leverage the talents that the Soldiers already possess, that they have already been trained for and that Soldiers already demonstrated while serving honorably in the U.S. Army. The San Francisco Sheriff's Office and the Soldiers in the Army share the same values, we share the same needs, the commitment to service and to our community."

According to Sheriff Miyamoto, The San Francisco Sheriff's Office is in need of staff members and deputies. They are looking to hire staff for the jails, courtrooms and other city departments. Sheriff Miyamoto stated, "I am confident that this PaYS Partnership can assist with closing that gap in the years to come."

Cobham Advanced Electronics Solutions (CAES) recently had their PaYS Signing Ceremony in Exeter, NH. The ceremony was hosted by CPT Derek J. Bisson, Commander, New Hampshire Recruiting Company and Mr. Victor Leviste, Vice President, Strategy & Business Development, CAES.

CPT Bisson said, "The U.S. Army is excited to partner with CAES, Our Veterans are highly skilled and to be able to interview with PaYS Partners such as CAES when they enter the civilian workforce, it is a benefit to Veterans as well as our partners. The PaYS Program enables our Military Veterans to come home to job opportunities in their own communities."

Victor Leviste, Vice President, Strategy & Business Development, CAES said, "Just like the Army, businesses succeed on the strength of their people. Through this partnership with the Army, we are confident in our ability to source candidates that have resilience, complex problem-solving abilities and technical training in advanced systems. PaYS Marketing Trips

PaYS Marketing Analyst, John Delk conducted a marketing trip to Southern California Recruiting Battalion to give a PaYS briefing. Upon arrival Mr. Delk was greeted by SSG Zamora, Social Media Specialist. SSG Zamora was excited to talk about the PaYS Program, she said, "I use the Army PaYS Program and their partners to create a common interest to those who are inquiring about joining the Army."

Mr. Delk also had a chance to brief everyone in the building which included recruiters, Future Soldiers and returning Soldiers who have successfully completed Advanced Individual Training from the Mission Viejo Recruiting Office. During the brief Mr. Delk talked about all the employment opportunities the PaYS has created for men and women exiting the Military and starting the next chapter in their lives. He also made sure the recruiting personnel were informed of any changes to the PaYS system since his last visit.

PaYS Marketing Analyst, Samuel Armstrong traveled to Georgia to conduct a PaYS overview with Georgia State University (GSU) Army ROTC and the Georgia Army National Guard (GAARNG). Mr. Armstrong briefed the GSU ROTC Cadets and explained to them how the PaYS Program works. This was a great opportunity for the Cadets to learn about the current and potential partnerships in the Georgia area.

Mr. Armstrong also traveled to GAARNG and met with LTC Gregg Koseter, Commander, GAARNG Recruiting & Retention Battalion and CPT Andrew Silva, S-3 OIC. He had a chance to explain how the Recruit Sustainment Program (RSP) can assist in identifying Soldiers who select PaYS.

Mr. Richard Merrill, Operations Manager, JPW Erectors gives the thumbs up after learning how to put jobs in to the PaYS System.

PaYS Marketer, Crancena Ross made a visit to JPW Erectors and the Military Entrance Processing Station (MEPS) Syracuse, NY. Ms. Ross traveled to JPW Erectors and met Mr. Richard Merrill, Operations Manager, JPW Erectors. Ms. Ross showed Mr. Merrill how to use the PaYS Information Exchange (PIX) Data Base and how to see the details for those Soldiers who have applied to the company for interviews.

They have been a PaYS Partner for two months and already have over 78 Soldiers who have selected to interview with the company. Mr. Merrill and the company are excited about the partnership and have already started to contact Soldiers. Mr. Merrill said, "This was amazing for them to see such fast traction from a partnership".

PaYS Salutes U.S. Army Military District of Washington


PaYS would like to highlight The U.S. Army Military District of Washington (MDW) for Memorial Day. Washington, D.C. is one of the most powerful places to honor our country's fallen heroes. Every year the MDW conducts ceremonies to honor those who have sacrificed their lives for our County.The "Old Guard" at the Tomb of the Unknown Soldier

MDW crestThese ceremonies conducted are known as Wreath-Laying at the Tomb of the Unknown Soldier. Which is followed by an observance program hosted by the Department of Defense in the cemetery's Memorial Amphitheater. The PaYS Team reached out to MDW and asked them to describe what these ceremonies means to conduct. The Unit responded, "To us Memorial Day means Respect, Honor and Remember the Fallen. The Old Guard takes pride in our sacred duty to honor the courage and sacrifice of America's fallen heroes. As Soldiers, we strive to uphold and reflect the ideals and values they gave their lives to protect. We have a duty to respectfully honor America's sons and daughters who have lost their lives in defense of this nation."

We would like to Salute MDW for hosting a yearly ceremony that remembers men and women who gave their lives while in Military service protecting our freedom and liberty. If you would like to attend one of these ceremonies, the wreath-laying ceremony and the observance program, they are free to the general public. The space is limited to standing room only for the wreath-laying ceremony and seating is available on a first-come basis in the amphitheater.

As a former Command Sergeant Major, Calvin brings leadership and management experience to the team in addition to experience while serving in the U.S. Army Recruiting Command.

The PaYS Team would like to bid Kristopher Broadus, a fond farewell. Kris is leaving his position as Marketing Analyst for the southeastern region for new opportunities.

During his tenure with PaYS, Kris was instrumental developing numerous PaYS Partnerships, including Mercedes Benz U.S. International and the City of Florence (South Carolina).


The PaYS Team is honored to have worked with Kris and is thankful for his contributions to the program. We wish Kris happiness and fulfillment in his future endeavors.
